Neon Heights Dracos Rings Fixed

A new take on the most beautiful rings maps made by Lethamyr! All of the rings have been moved to offer a completely different experience. The map has a lot of oportunities to use the wall of the buildings to get your flip or even ride on. This map is definitely more challenging than the original tho so beware! I also removed some of the buildings in the map, don't know if that fixed it but at least it's working now.
